Victor G. Carrillo is the Executive Director of Professional Responsibility and Government Affairs for International Leadership of Texas – a public charter school serving over 21,000 students in 21 campuses across Texas.
Carrillo has a Bachelor of Science in Geology from Hardin-Simmons University, a Master of Science in Geology from Baylor University, a Juris Doctor from the University of Houston Law Center, and a graduate certificate in Public Management from The Bush School of Government and Public Service at Texas A&M University.
Carrillo is a former energy sector Chief Executive Officer exploring for oil in Israel. Prior to that, he served as Commissioner of the Texas Railroad Commission - chief regulatory agency over the Texas energy sector (oil, natural gas, pipelines). He is an attorney experienced in municipal, county, and state government issues and is a former city councilman, county judge, university professor, and geologist/geophysicist.
Carrillo currently serves on the following advisory boards:
- President of Hispanic Leadership Initiative
- Maguire Energy Institute at Southern Methodist University
- Energy Council, Jindal School of Management, University of Texas at Dallas
He was appointed to the Germania Farm Mutual Board of Directors in 2021 and is active on subsidiary boards and committees. In 2021, he obtained his Farm Mutual Director Certification from the National Association of Mutual Insurance Companies. He is a member of the National Association of Corporate Directors.
Victor and his wife Joy have been married 38 years and are members of Park Cities Presbyterian Church in Dallas. They have three adult daughters, two sons-in-law, and three grandchildren.
