Victor G. Carrillo is the Executive Director of Government Relations for International Leadership of Texas, a public charter school system serving over 25,000 students across 26 campuses in the Houston, DFW, and College Station areas of Texas. Mr. Carrillo is a former CEO of an energy sector company drilling for oil in Israel. Previously, he served as Commissioner of the Texas Railroad Commission – the chief regulatory agency over the Texas energy sector (oil, natural gas, pipelines). He is an attorney experienced in municipal, county, and state government issues and is a former city councilman, county judge, university professor, and geologist/geophysicist. 

Carrillo has a Bachelor of Science in Geology from Hardin-Simmons University, a Master of Science in Geology from Baylor University, a Juris Doctor from the University of Houston Law Center, and a graduate certificate in Public Management from The Bush School of Government and Public Service at Texas A&M University.  

Carrillo was appointed to the Germania Farm Mutual Board of Directors in 2021 and serves on the Governance, Audit, and Risk board committees. He obtained his Farm Mutual Insurance Director Certification from the National Association of Mutual Insurance Companies and is a member of the National Association of Corporate Directors. He has been a member of the State Bar of Texas since 1994.
