In January 2024, Victor G. Carrillo was named to the newly-created position of General Counsel of the Commissioners Court of Rockwall County, Texas – the county in which he and his wife have lived since 2012. He is a former energy sector chief executive officer exploring for oil in Israel. Prior to that, he served as Commissioner of the Texas Railroad Commission - chief regulatory agency over the Texas energy sector (oil, natural gas, pipelines). He is an attorney experienced in municipal, county, and state government issues and is a former city councilman, county judge, university professor, and geologist/geophysicist.
Carrillo has a Bachelor of Science in Geology from Hardin-Simmons University, a Master of Science in Geology from Baylor University, a Juris Doctor from the University of Houston Law Center, and a graduate certificate in Public Management from The Bush School of Government and Public Service at Texas A&M University.
Carrillo was appointed to the Germania Farm Mutual Board of Directors in 2021 and is an active member of the Governance, Audit, and Risk Committees. In 2021, he obtained his Farm Mutual Director Certification from the National Association of Mutual Insurance Companies. He is a member of the National Association of Corporate Directors.
